Certificate of Residence Information

• ALL NYS 居民s EXCEPT Rensselaer County 居民s:
  You obtain a Certificate of Residence FROM THE COUNTY of your permanent address by providing proof of residency. It is recommended that you contact your County's designated office for information on how to obtain a Certificate of Residence. 参考 List of New York State County & 当地的办事处.
• 特洛伊市居民:
  City of Troy residents must complete the Proof of Residency Application for City of Troy residents and follow instructions on the form. The application and associated documentation should be presented to the HVCC收银处.
• All Other Rensselaer County 居民s (except City of Troy):
  All other Rensselaer County residents should complete and bring the Certificate of Residence Application for Rensselaer County EXCEPT City of Troy to their town/city clerk for certification. 参考 List of New York State County & 当地的办事处.

If a SUNY community college student is denied a certificate of residence from their home county, such student may appeal to SUNY System 政府 for reversal. Such appeal communication should contain the student’s contact information and details about the denial from the county.

Please note that denials can only be reversed if either the county or the college made an error or did not follow relevant legal requirements.

No sooner than 60 days prior to the date you register for classes, and no later than 30 days after the start of classes.

NY State counties are only required to issue and honor 证书 of Residence dated within this time frame. After the first 30 days of classes, most counties will no longer issue 证书 of Residence, and payment for the out-of-state charge then becomes the student’s responsibility.

In order to pay the resident rate of tuition and fees, a Certificate of Residence must be submitted electronically to the 收银员的办公室 prior to or at the time of payment.

证书 of Residence are valid for one year. 例如, if you submit a Certificate of Residence for the fall semester, you will need to obtain and submit a new Certificate of Residence for the following fall semester.

A Certificate of Residence enables Hudson Valley Community College to charge your county for part of your tuition costs.
**If you do not submit a Certificate of Residence you will be considered a NON-resident of New York State and will be required to pay the additional non-resident tuition.**
